Bring the system SIP infrastructure in LiveKit to its expected shape: the <b>Bridge Trunk</b> (inbound), the <b>Individual</b> rule with the `phone-` prefix, and the <b>Callee</b> rule used to invite live operators. All Twilio and Voximplant calls travel through them. Idempotent: existing objects are reused, only what is missing gets created. This used to be provisioned when a phone number was added — now it is an explicit admin operation, since an installation-wide singleton is not a property of a particular number. `recreate=true` deletes and recreates, for when the configuration drifted (LiveKit does not allow changing it with an update). WARNING: this interrupts inbound calls for a few seconds. Ongoing conversations are not affected.
